Battle Plan blankets your whole board with a static effect — every attacking creature gets +0/+1 and can't be blocked except by two or more creatures — without spending a card on a single combat trick. At three mana it's a permanent anthem-style effect for the attack step, and in token-wide or go-wide decks that's a genuinely threatening defensive and offensive upgrade every turn it sits in play.

Commander is where Battle Plan earns its slot: token and wide-attack decks can flip a game state with it in play, since forcing opponents to double-block every attacker strains even well-developed boards. In Pauper it's legal and the low cost is relevant, but the effect competes with more focused commons in aggressive shells. Legacy and Vintage are too fast and too threat-dense for a three-mana static enchantment to matter. Battle Plan's ceiling is squarely in Commander, where games run long enough for a persistent combat modifier to compound across multiple attack steps.
