Bandit's Talent is one of black's best discard-payoff enchantments — it turns every opponent's empty hand into a free card for you, and the class levels add a Rogue-tribal layer that compounds quickly. Two mana to enter means it hits ahead of curve, and decks built around hand-destruction will almost never fail to trigger it. Tinybones, Bauble Burglar is the natural home, but any shell forcing discards gets immediate value.

Bandit's Talent is legal in every major constructed format, but Commander is where it actually earns a slot. The multiplayer environment means three opponents are each losing cards, and Bandit's Talent draws off any one of them having an empty hand at end step — in a dedicated discard build, that's a card on nearly every turn cycle. In 1v1 formats like Modern or Pioneer, the card is too conditional: opponents protect their hands more carefully, the class levels take too long to matter, and better two-mana payoffs exist. Legacy and Vintage have the raw discard density to make it work in theory, but neither format lacks for stronger options at this slot. Stick to Commander, specifically the discard and Rogue-tribal archetypes that reliably empty hands before your end step arrives.
