In Commander, Baffling End occupies the awkward zone of cheap white removal that handles early threats but loses relevance as the game progresses — most commanders and key pieces sit above 3 mana, so it often sits dead in hand by mid-game. Modern and Pioneer are where Baffling End actually earns its slot: the format is dense with 1- and 2-mana creatures that define games, and exiling them for two mana at sorcery speed is a reasonable rate. Legacy has better options at every price point, so it rarely sees play there. In any 60-card format built around tempo or creature-light control, the 3/3 rider is a negligible downside — in Commander, it can hand an opponent a meaningful blocker.
