Competitive non-rotating formats like Legacy and Modern already have access to Swiftfoot Boots and Hall of the Bandit Lord, so Avishkar Raceway doesn't crack those metagames. In Standard and Pioneer, it's a reasonable inclusion in any aggressive creature strategy that can afford a colorless land, though it competes with utility lands that produce colored mana.
