In Commander, Attunement occupies a narrow but powerful slot: discard-matters decks that can convert the mandatory pitch into advantage run it as a legitimate engine piece. Outside of that archetype, the upkeep cost is too steep to justify the three cards. Legacy and Vintage legality puts it on the table in those formats, but no competitive shells have found the discard cost worth paying when alternatives like Careful Study exist at instant or sorcery speed without the recurring tax.
