Assemble the Players is a Commander card — the slow, accumulating value of a once-per-upkeep tutor doesn't translate to faster formats where games end before the engine pays off. In Modern and Pioneer, a two-mana enchantment that doesn't affect the board and delays the tutored card by a full turn cycle is simply too slow to matter. Standard legality is technically present, but the same speed argument applies.
