Commander is its natural home — the long game gives the counter count time to reach relevant mana values, and the proliferate and counter-doubling synergies available in the format make it dramatically stronger than its raw text implies. In Modern, it has seen fringe play in suspend-centric decks that use it to cast Ancestral Vision and Restore Balance for free on turn three, which is a legitimate axis but a narrow one. Legacy and Vintage don't want a three-mana enchantment that does nothing immediately when faster mana and interaction exist. In Oathbreaker, the compressed game speed cuts against it the same way.
