In Legacy and Vintage it's legal but competes with far more efficient engines and sees essentially no play; the effect simply doesn't match the tempo those formats demand. Oathbreaker is the one non-Commander 60-card-adjacent format where it can function, particularly in Blood- or Vampire-themed builds, but the smaller game size dulls its edge.
