Arsenal Thresher is a Commander card almost exclusively — the format's 100-card singleton structure makes it easier to load a deck with enough artifacts to make the bonus meaningful, and the lower power ceiling of casual tables gives a big dumb beater more room to breathe. In Legacy, Modern, and Vintage, four mana for a creature that might be a 5/5 doesn't compete with what those formats are doing at the same cost. Pauper is the one non-Commander home worth considering, where artifact synergy decks exist and the common slot gives Arsenal Thresher a real comparables bar — though even there it's fringe.
