Arrow Storm is a pauper-legal common, and even there it sits at the margins — four mana for four damage is the floor of playability, and the raid bonus rarely changes the math enough to matter. In Commander, single-target burn at this cost is almost never worth a slot; 40 life totals make point-and-click damage spells deeply inefficient without a damage-doubling engine or burn-specific commander behind them. Legacy, Modern, and Pioneer have access to far more efficient burn, so Arrow Storm doesn't register in any of those formats competitively. The one shell where it's worth a look is a budget Feather, the Redeemed or Zada, Hedron Grinder list that wants cheap instants to recur or copy — and even there, better targets exist.
