In Commander, Arnjlot's Ascent slots into blue decks that need a mana sink and want to push a single threat through blockers — it's best when you're sitting on open mana at the end of opponents' turns and have a large creature that wants flying more than it wants another pump spell. Pauper is the format where it's most competitive, since the card pool thins out and repeatable evasion on an enchantment is harder to replace with something cleaner. Legacy and Vintage are legal but irrelevant — no deck at those power levels is spending two mana per attack step to grant flying. Arnjlot's Ascent is a fair, incremental card, and fair incremental cards don't make those formats.
