Argent Mutation turns any permanent into a 2/2 Myr artifact creature, stripping abilities and resetting the board state — all on an instant that triggers Orvar, the All-Form to copy the target. That copy-on-spell trigger is the entire reason this card sees play; in most other shells, you're paying two mana to downgrade a creature, which is rarely the play you want.

Argent Mutation is the cleanest way to get Orvar, the All-Form to trigger on your own permanents — cast it on one of your own creatures, Orvar makes a copy, and suddenly you've duplicated a key piece while leaving behind a disposable 2/2 Myr as the mutation target.

Argent Mutation is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but real play is almost exclusively in Commander. In Legacy and Vintage the effect is too narrow — two mana to strip abilities off a permanent without permanent card advantage doesn't compete at those power levels. Commander is where Argent Mutation earns its slot, specifically in Orvar, the All-Form decks that want cheap blue instants and sorceries to fire Orvar's triggered ability; outside that shell, the card rarely makes the cut even in EDH.
