Arch of Orazca is a Commander card — full stop. The City's Blessing condition is trivially met in a four-player game where ten permanents can hit the table before turn five, and repeatable draw stapled to a land is exactly the kind of resource advantage the format rewards. In Legacy, Modern, and Pioneer it's unplayable: those formats move too fast for a land that enters tapped, produces colorless, and requires a ten-permanent setup before it does anything. Oathbreaker is closer to Commander in pace and can use it, but the two-player nature makes the condition harder to trigger early. Stick to Commander.
