Arch of Orazca turns a spare land slot into repeatable card draw — five mana and City's Blessing in hand draws you a card every turn, no questions asked. The setup cost is real, but in decks that go wide or accumulate permanents fast, like Pantlaza, Sun-Favored, you hit ten permanents early and the Arch starts paying rent.

Commanders with the highest synergy

Pantlaza, Sun-Favored
Pantlaza, Sun-Favored floods the board with Dinosaurs quickly, which means City's Blessing arrives on schedule and Arch of Orazca becomes a reliable draw engine by the mid-game without spending a card slot on a non-permanent.

Zhulodok, Void Gorger
Zhulodok, Void Gorger plays a long, high-CMC game that naturally accumulates permanents, so City's Blessing is almost automatic — Arch of Orazca slots in as colorless card draw that doesn't compete with the spell slots Zhulodok needs for its cascade payoffs.

Arch of Orazca is a Commander card — full stop. The City's Blessing condition is trivially met in a four-player game where ten permanents can hit the table before turn five, and repeatable draw stapled to a land is exactly the kind of resource advantage the format rewards. In Legacy, Modern, and Pioneer it's unplayable: those formats move too fast for a land that enters tapped, produces colorless, and requires a ten-permanent setup before it does anything. Oathbreaker is closer to Commander in pace and can use it, but the two-player nature makes the condition harder to trigger early. Stick to Commander.

$0.42 bulk tier
At $0.42, Arch of Orazca is firmly bulk — there's no reason not to own a copy if you're building any wide or big-permanent Commander deck. Bulk rares with consistent Commander demand tend to stay in this range rather than crater further, so picking one up now costs less than a pack.
