Arcane Lighthouse is a Commander staple and practically nothing else — it's legal in Legacy and Vintage but sees no meaningful play there, where hexproof creatures aren't a recurring enough problem to justify a colorless land. In Commander, three or four opponents means a hexproof threat is almost always on the table at some point, and a land that costs nothing extra to include beyond a slot is the most efficient possible answer. Oathbreaker sees it for the same reason — targeted strategies need targets. Outside singleton formats, the card has no home.
