Apathy taps a creature and keeps it tapped — that's the whole job, and at one blue mana it does it cheaply. It's a narrow tempo piece that belongs in dedicated tap-synergy builds and almost nowhere else.

In Commander, Apathy is a role-player in tap-matters decks — think Merfolk or Inspired strategies where keeping a creature tapped has compounding payoffs beyond simple stasis. In Pauper it's legal but outclassed by nearly every other blue tempo option at common. Legacy and Vintage are both legal for it, but no competitive shell wants a sorcery-speed tap effect that doesn't draw a card or generate tempo beyond the single turn. It's a Commander-only conversation, and even there the bar is specific.
