Annex Sentry enters, exiles any nonland permanent until it leaves — that's a Banishing Light stapled to a 2/3 lifelink body for three mana. The cost is that the permanent comes back when Annex Sentry dies, which means it belongs in decks that can flicker it repeatedly or sacrifice it on command, not as a straight removal spell. Elesh Norn effects that double the trigger on entry make the exile that much harder to undo.

Annex Sentry is a Commander card through and through — the oil-counter mechanic is incremental enough that it needs a proliferate shell or repeated flicker to pull ahead, and 100-card singleton gives it the supporting cast it wants. In Modern and Pioneer it's outclassed by cheaper, unconditional removal that doesn't hand the permanent back when it dies. Legacy and Vintage move too fast for a three-mana 2/3 with a conditional payoff. Oathbreaker is the one non-Commander format where a phyrexian-tribal or proliferate signature spell might make Annex Sentry worth a slot.
