Annex steals a land permanently — no upkeep cost, no condition, just a four-mana enchantment that rips a land from an opponent's control and puts it under yours for the rest of the game. Four mana for a non-land permanent that doesn't replace itself is a steep ask, and in most blue shells you're better served by ramp or card draw.

In Commander, Annex is a political lightning rod: the moment it resolves, one opponent is down a land and you have a target on your head for the next three players. The effect is powerful in theory but the four-mana enchantment slot is brutally competitive, and Annex doesn't advance your board state beyond the stolen land. In Legacy and Vintage it's effectively unplayable — those formats move too fast for a four-mana do-nothing-else permanent. Oathbreaker follows the same logic as Commander at a compressed game length, which makes Annex even harder to justify there.
