Ancient Brass Dragon is a Commander card in practice — the reanimation trigger is built for a multiplayer game full of stocked graveyards, and the seven-mana cost is much easier to reach in a format with Sol Ring, Cultivate, and a hundred turns to play with. In Legacy and Vintage it's technically legal but competes with turn-one and turn-two win conditions, making a seven-mana Dragon a non-starter in any serious list.
