In Commander, Alquist Proft, Master Sleuth is a role-player, not a staple — he belongs in dedicated investigate or clue-token builds where activating him multiple times per turn is realistic, and he's too slow and mana-hungry for generalist blue-white goodstuff. In Pioneer and Standard he's seen fringe play in Azorius investigate shells, but the two-mana activation cost competes poorly with cheaper draw options in those formats.
