In Legacy and Vintage it's technically legal but competes with faster, cheaper answers like Swords to Plowshares and Null Rod that don't cost three mana or depend on opponents to extend the chain. Oathbreaker mirrors the multiplayer context enough that Act of Authority has a real role there, particularly in white-based enchantment or artifact hate builds.
