Access Denied is a Commander card through and through — the Thopter payoff scales with artifact density, and Commander games regularly feature the sprawling boards where that payout becomes backbreaking. In Legacy and Vintage it's legal but irrelevant; five mana counterspells don't compete in formats where Force of Will exists and artifact counts rarely reach the threshold that makes the token rider worthwhile. Oathbreaker is the one other format where it has genuine homes, since artifact-focused Planeswalker-commander shells can hit the same density triggers. Everywhere else Access Denied is ineligible, which is fine — it was designed for the 100-card format and that's exactly where it performs.
