Abzan Runemark puts +2/+2 and vigilance on a creature for three mana, and adds lifelink if you control a white or black permanent — which in Abzan colors you always do. That's a reasonable statline, but three mana for an aura that dies to any removal pointed at the creature is a losing trade in almost every competitive context.

In Commander, three mana for a creature aura is a tempo loss before you factor in the two-for-one vulnerability — there are simply better ways to push through damage or gain life at this cost.
