Abzan Falconer is a Commander card — full stop. The effect is too slow and too contingent on a board of countered creatures to compete in Modern or Legacy, where games end before you accumulate enough creatures for the flying clause to matter. In Commander, though, it's a legitimate role-player in any Abzan or Naya counters shell: three mana for a persistent anthem effect that grants flying to your whole team is efficient enough to earn a slot. Oathbreaker is the one other format where it occasionally shows up, again only in counter-heavy builds where the payoff scales with the board state.
