Steps

The loop demands all four pieces, which makes it vulnerable to any removal that hits Urza or Forensic Gadgeteer before the chain closes — blue has Rhystic Study and Mystical Tutor to assemble it, but a single removal spell at the right moment collapses the whole line. With the library exiled and infinite storm count, Thassa's Oracle or Grapeshot closes the game; without a dedicated kill piece already in the deck, the mass land denial alone won't win unless opponents concede.
