Steps

  1. Cast Retraction Helix by paying {U}, targeting Steelfin Whale.
  2. Activate Sol Ring by tapping it, adding {C}{C}.
  3. Activate Steelfin Whale by tapping it, returning Sol Ring from the battlefield to your hand.
  4. Cast Sol Ring by paying {1}.
  5. When Sol Ring enters the battlefield, Steelfin Whale triggers, untapping Steelfin Whale.

Any 0- or 1-mana artifact works in Sol Ring's slot as long as it triggers Steelfin Whale's untap on entry — Mana Crypt is the tightest swap, producing two colorless on the same loop math. Pair the infinite storm count with Aetherflux Reservoir or the infinite colorless with Walking Ballista; the loop needs a closer to win.
