Flubs, the Fool triggers on each spell cast, bouncing a permanent you control back to hand; Words of Wind redirects that bounce to an opponent's permanent instead. Sol Ring and Mox Amber alternate as the free replays — Mox Amber taps for the mana to activate Words of Wind, Sol Ring replaces it, Sol Ring taps for two to activate Words of Wind again, Mox Amber replaces it, and the loop continues with each opponent losing one permanent per cycle until their boards are empty.

Variations
Cheaper, tighter, alternate lines
The prerequisite of an empty hand is the real constraint — any card drawn mid-loop that isn't a combo piece breaks the chain, so running this in a Temur shell means leaning on Narset, Parter of Veils or Notion Thief to suppress opponent draw and keep the storm window clean. Collector Ouphe or any activated-ability hate shuts the loop immediately since both mana pieces depend on tap activations; protect the line with Veil of Summer or Swan Song rather than trying to rebuild mid-table.
