Steps

  1. Activate Mystic Sanctuary and Sol Ring by tapping them, adding {2}{U}.
  2. Cast Ghostly Flicker either from your hand or from the top of your library by paying {2}{U}, blinking Mystic Sanctuary and Sol Ring.
  3. When Mystic Sanctuary enters untapped, it triggers, putting Ghostly Flicker from your graveyard onto the top of your library.
  4. Repeat.

Cheaper, tighter, alternate lines

Peregrine Drake replaces Sol Ring as the mana piece in lists that want redundancy — it produces more than enough floating mana on its own when blinked. For the kill, pair the infinite magecraft triggers with Archmage Emeritus to draw the deck, or drop Aetherflux Reservoir to convert infinite storm count into a table wipe.
