Elsha of the Infinite lets Ghostly Flicker cast off the top of the library; Mystic Sanctuary's enter-the-battlefield trigger puts it back on top every loop, and Sol Ring plus Mystic Sanctuary together pay the 2U each iteration. The three-Island requirement is the real constraint — this is a Jeskai spellslinger build that already wants a deep Island count, so it fits naturally into Elsha as commander.

Variations
Cheaper, tighter, alternate lines
Archeomancer or Salvager of Secrets can sub for Mystic Sanctuary's recursion role if Island density is a problem, though both require an extra blink target and add a fifth piece. The loop needs a payoff beyond a large Elsha — Aetherflux Reservoir closes on storm count, and Aria of Flame or Guttersnipe converts the infinite spell count into direct damage without needing combat.
