The loop generates no mana and no draw on its own, so a payoff is mandatory: Thassa's Oracle or Jace, Wielder of Mysteries closes after using the infinite scry to stack the deck, or a magecraft trigger on something like Archmage Emeritus converts the loop into a draw engine mid-chain.
