Zodiac Rat is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legality and playability are different things. In Commander, plainswalk is nearly irrelevant — you cannot count on a Plains being in play, and even in white-heavy metas a 1/1 body accomplishes nothing at the scale of a four-player game. Pauper is the only format where aggressive one- and two-drops see real play, but Zodiac Rat's conditional evasion and floor-level stats keep it out of any serious list there too.
