Zephyr Scribe is a combo piece first and a creature second, which means it's only relevant in formats where its loop is worth assembling. In Commander it finds a real home in artifact-storm and spellslinger shells — particularly any list running free spells and untap payoffs — where its ability can chain into a kill condition. Pauper is the other format worth noting: the combo ceiling is capped by card pool, but the common restriction makes Zephyr Scribe a legitimate build-around rather than a budget substitute. In Legacy, Modern, or Pioneer it's simply too slow and fragile to compete with the more efficient engines available.
