Zenith Seeker enters the battlefield and immediately draws you a card for each color among permanents you control, making it a payoff card in five-color and heavily multicolored shells. The floor is one card on a 2/3 body for four mana — unplayable — but the ceiling in a WUBRG deck is drawing four or five cards the turn it enters, which is a legitimate windfall.

Zenith Seeker is a Commander card through and through — the format's multicolor permanents and longer games give it the density it needs to draw three or more cards, and enters-the-battlefield abuse via blink or bounce turns it into repeatable draw. In competitive 60-card formats like Modern or Legacy, it's a four-mana do-nothing-if-answered card in a format full of interaction; the payoff doesn't offset the vulnerability. Pioneer players could theoretically build around it in a multicolor goodstuff shell, but there are cleaner draw engines at the same cost. Stick to Commander.
