Zealous Display is a Commander card through and through — the effect scales with board presence, and token builds in that format can run thirty or more creatures to multiply the value. In 60-card formats like Modern and Pioneer, global enchantment-based synergies or token shells could theoretically use it, but sorcery speed kills its ceiling in competitive contexts where you need the pump at end of combat or in response to a block. Pauper is where it competes hardest for the two-mana slot, and it faces stiff competition from cantripping pump spells that replace themselves. Stick to Commander unless your 60-card list is explicitly a wide-board go-tall token deck.
