In Commander, Yuki-Onna is a niche include that earns its slot only in decks built around bouncing their own creatures — without that infrastructure, four mana for a conditional 3/1 is nowhere near competitive. Legacy and Vintage have access to the full bounce suite, but neither format has any reason to run a four-mana creature for incremental artifact or enchantment removal when faster answers exist at a fraction of the cost. Modern is legal but effectively the same story — the format is too fast and too efficient for Yuki-Onna to find a home outside of a dedicated casual combo shell. Oathbreaker shares Commander's multiplayer context, and the same verdict applies: pair it with a bounce-enabling planeswalker or leave it out.
