Youthful Scholar trades its life for two cards when it dies — the catch is that it costs four mana for a 2/2 body that does nothing until it hits a graveyard. The rate is too slow for competitive formats, but any Commander deck that deliberately sacrifices creatures can squeeze real value out of it.

In Commander, Youthful Scholar earns its slot only in dedicated sacrifice shells — outside that context, four mana for a conditional two-card draw is well below rate. In Legacy, Modern, and Pioneer, it never sees play; those formats have access to far more efficient draw spells and won't spend a turn-four card slot on a 2/2 that needs to die. Vintage is the same story: the format's raw power level leaves Youthful Scholar irrelevant. Oathbreaker mirrors Commander in that a sacrifice-focused shell can extract value from it, but the tighter game speed makes even that case marginal.
