Commander is where You Meet in a Tavern does the most work, specifically in go-wide token strategies where pumping ten creatures with double strike or trample at instant speed can close a game out of nowhere. In Pauper it's a legitimately playable combat trick in white aggressive shells where the keyword flexibility matters as much as the stat boost. Modern and Legacy have access to more efficient pump spells, so it rarely competes there outside of casual or budget builds.
