In Commander, You Come to a River earns its slot as a two-mana instant with genuine optionality — you'd rather have the counter, but the land mode means you're never purely blanked in a hand without enough mana. In Pauper, it competes in a format where cheap interaction is at a premium and the land mode can substitute for ramp in color-hungry decks. In Modern, Pioneer, and Legacy the card is legal but rarely sees play — counterspells at two mana face a much higher bar in those formats, and the land mode doesn't offset the conditional nature of the counter.
