Yotian Tactician is a Commander card through and through — the untap-each-combat trigger scales with the number of tappable artifacts you control, and Commander is where those wide, artifact-dense boards live. In Modern and Legacy, two mana for a 1/3 with a conditional untap effect isn't competing with the format's artifact enablers; it doesn't slot cleanly into any established archetype and would sit on the bench. Pioneer has even less use for it. Commander remains the only format where Yotian Tactician's effect regularly generates real advantage, specifically in artifact combo and token builds where extra activations per turn are a resource.
