Yare gives a target creature first strike until end of turn and untaps it — a combat trick that can flip a block, protect an attacker, or let a tapped creature defend in an emergency. At one white mana it's cheap, but the effect is narrow enough that most Commander decks would rather run interaction that trades one-for-one or generates card advantage.

In Commander, Yare is fringe at best — combat tricks are weakest in a four-player format where the board state shifts constantly and spending a card on a single combat step rarely generates lasting value. Legacy and Vintage are the only other formats where Yare is legal, and it sees no play in either; tempo-positive combat tricks at one mana exist in those formats, but the effect has to be stronger than first strike plus an untap to compete. The honest read is that Yare is a draft-leftover that finds its way into Commander only in highly combat-focused or Voltron builds where untapping an attacker has a specific second use.
