In Commander, Yamabushi's Storm occupies a very specific role: token sweeper in red decks that can't access white or green mass-removal, or a damage amplifier under Torbran, Thane of Red Fell effects. In Pauper it's legal but competes with Electrickery, which costs one mana and can be cast at instant speed — Yamabushi's Storm rarely wins that comparison. Legacy and Vintage have the card legal but no competitive home; the effect is too small to matter in those formats.
