Commander is where Wurmquake actually lives — the singleton format's slower clock and multiplayer politics give you time to reach twelve mana, and the token army it produces is scaled for tables, not one opponent. In Legacy and Vintage it's technically castable but never correct; twelve-mana spells don't get played in formats where the game ends on turn one or two. Oathbreaker allows it, and a big-mana or free-cast shell there could theoretically weaponize it, but the card's natural home is hundred-card battlecruiser Commander where someone always has a Selvala or a Vorinclex on the table.
