Commander is where Wretched Confluence earns its slot: three opponents means the drain mode threatens real life totals, the draw mode refills at instant speed, and the recursion mode rebricks your best creature without spending a card. Legacy and Vintage have access to it in theory, but five-mana sorcery-speed-adjacent spells don't compete with the raw efficiency those formats demand. Oathbreaker is a reasonable home for the same reasons as Commander, though the smaller life totals compress how much the drain mode matters.
