Wrack with Madness makes a creature fight itself — dealing its own power to itself — which kills anything with zero toughness remaining and doubles as a clean answer to indestructible creatures that lack that out. Three mana at sorcery speed is the real cost, and that speed kills its appeal outside of mono-red, where removal options are thin enough to make the tradeoff acceptable.

Wrack with Madness is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but it sees meaningful play in exactly one of those: Commander. In Pauper it's technically an option in red aggro or control, but sorcery speed at three mana competes poorly with cheaper, more reliable removal. In Legacy, Modern, and Vintage the card simply doesn't exist as a serious consideration — those formats have too many efficient answers that don't require the target to have power greater than toughness. Commander is its home because mono-red shells like Shanid or Purphoros lists lack access to Swords to Plowshares effects, and Wrack with Madness handles indestructible threats that red otherwise can't touch.
