Wither and Bloom is a Commander card at heart: three mana for a sweeper that also ramps scales well in multiplayer, where there are enough creatures on board to generate two or three mana back while crippling aggro. In Legacy and Vintage, it competes with faster, cheaper interaction and rarely makes the cut outside of niche -1/-1 counter strategies. Pauper is its most interesting non-Commander home, where the ramp effect is genuinely unusual at common and the counter distribution can clear out small-creature boards cleanly. It's legal in Oathbreaker with the same Commander-style logic applying.
