Witches' Eye costs one mana to play and one mana to activate, netting you a scry 1 — playable rate on paper, but scry 1 is simply too shallow to justify the deck slot in any serious list. There are cleaner ways to spend two mana, and almost all of them draw a card instead of filtering one.

Witches' Eye is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but format legality and format playability are different things. In Commander, where card advantage is taxed hardest and every slot competes against engines, Witches' Eye doesn't make the cut — scry 1 on a stick doesn't move the needle when you need to be drawing cards, not peeking at them. In Legacy and Vintage, the format is so fast that a two-mana scry-1 loop is functionally invisible. Modern and Pioneer have enough cheap cantrips and looters that Witches' Eye never competes for a slot.
