In Pauper it's legal and theoretically playable, but the format's speed and the scarcity of Beast payoffs leave it without a real home. Legacy and Vintage legality is technically true but practically irrelevant; no competitive shell there wants a 2/2 that draws cards only on Beast ETBs. Stick to Commander, where the card does exactly what it promises.
