Wire Surgeons turns your graveyard into a free reanimation engine — every artifact creature that dies can come straight back, no mana required, which means a Blightsteel Colossus that hits the bin via mill or sacrifice isn't gone, it's just waiting. The cost is running a five-mana enchantment that does nothing until something dies, so it rewards decks that are already killing their own stuff rather than decks hoping to set up the loop from scratch.

Wire Surgeons is a Commander card through and through — the format's singleton graveyard density, longer game length, and artifact-creature staples give it the critical mass it needs to generate repeated value. In Legacy and Vintage, where the card is technically legal, the five-mana enchantment investment simply doesn't survive long enough to recoup its cost against faster, more hostile disruption.
