In Commander, Wintermoon Mesa occupies a narrow niche: stax and land-disruption builds that want to slow the table down and can afford to run a colorless, enters-tapped land. Elsewhere, it's a curiosity. Legacy and Vintage have the card pool to do land disruption far more efficiently, so Wintermoon Mesa doesn't compete. It's not legal in Modern, Pioneer, Standard, or Pauper, which eliminates most of the formats where a land-slot tap effect might otherwise earn consideration.
