Winter Blast taps an arbitrary number of creatures or lands for X mana — flying creatures require two mana each, everything else costs one — making it a scalable mass-tap that can lock down an entire board or strand a player's mana for a turn. It's a niche card, but in the right stax or snow shell it does real work that most tap effects can't match at scale.

Commander is the only format where Winter Blast is worth serious consideration — the multiplayer board states are wide enough that the X scaling actually pays off, and locking down an opponent's creatures or lands for a single turn can be the difference between surviving a go-wide attack or losing on the spot. Legacy and Vintage allow it, but those formats move too fast and too efficiently for a sorcery-speed tap effect to matter. Oathbreaker is legal and the smaller starting life total speeds up games enough that Winter Blast's tempo swing can close things out, though it's still a fringe inclusion there.
