In Commander, Winged Words is a role-player with a real home — flying tribal decks pay two mana for two cards with zero hoops, and that's a premium rate in a format where draw is scarce. Outside Commander, it sees niche play in Pauper, where cheap card draw at common rarity is meaningful and flying creatures are common enough to enable it. In Legacy, Modern, and Pioneer it's outclassed by unconditional cantrips and draw spells that don't ask for a board presence, so Winged Words stays on the shelf there. Vintage has the same problem at a higher power ceiling.
